FAQs

Frequently asked questions

What carriers and agents ask most. If your question is not here, write to or call DCAL.

How can I register on APS?
  1. 1

Select Registration Type. Choose whether you are registering as an Airline or an Agent, and accept the terms and conditions.

  2. 2

Complete the Registration Form. Provide accurate company details — company name, head office and billing address, contact person, authorized representative — and the supporting documents, such as the business registration certificate.

  3. 3

Verify Your Email Address. A six-digit code is sent to the contact person's email address. Enter it to confirm the address belongs to you.

  4. 4

Submit the Application. Review your information carefully and click Submit. The application is then sent to DCAL for review, and you receive a tracking link to follow it.

  5. 5

Approval Process. DCAL verifies the submitted documents and information. You receive an email once your registration is approved; if anything needs correcting, the email says what, and you can revise and resubmit the same application.

  6. 6

Account Activation. Once approved, the approval email carries a link to choose your password. After that you can sign in and start requesting flight permits, managing billing and tracking status updates.

What types of flight permits can I apply for?

APS supports overflight permissions and landing permissions, including technical stops, for both commercial and non-commercial flight operations.

You can apply for a single flight or for a series of flights, depending on your operational needs; a seasonal schedule for regular operations can be filed as one request.

How long does the approval process take?

The standard approval process typically takes 24–48 hours for most flight permit applications. Processing times may vary depending on the complexity of the request and the completeness of the documents submitted.

For urgent requests, expedited processing may be available. Contact DCAL for assistance with time-sensitive applications.

Who can I contact for support?

For technical support and general enquiries, contact DCAL at info@dcal.gov.la or call +856 21 513163.

Quote your request or permit number when you write, so the answer can be tied to the request it is about.

Can I revise my application if it is rejected?

Yes. You can revise and resubmit an application that is sent back. The system shows the remarks from DCAL on what needs to be corrected or updated.

You will receive an email notification with the reasons and what to correct before resubmitting.

How long does it take to get a flight permission after submitting a request?

Flight permission approval typically takes 24–48 hours after submission of a complete application with all required documents.

You can track the status of your application in real time through the APS platform, and you will receive email notifications at each stage of the approval process.

AIP LAO PDR - 2013 Edition

Published: July 2025

The Department of Civil Aviation of Laos (DCAL) has published the 2013 edition of the Aeronautical Information Publication (AIP) for Lao PDR. This document provides essential information for pilots, airlines and agents operating within Lao airspace.

Key Highlights:

  • Updated airspace classifications and ATS route structures.
  • New flight planning procedures and radio communication frequencies.
  • Revised overflight and landing permit requirements under DCAL Circular 25/2025.
  • Enhanced safety regulations for scheduled and non-scheduled operators.
  • Introduction of Performance-Based Navigation (PBN) procedures at major airports.

All stakeholders must review and comply with the new requirements effective from 1 October 2025. Non-compliance may result in operational delays or rejection of flight permits.

The full AIP document and associated charts are available from DCAL.
